The Contest is open only to legal residents of the 48 contiguous United States and the District of Columbia, who, as of date of entry, are 18 years of age or older and meet the following criteria: must be a homeowner of the home being considered; average utility bill is $100 or more per month; home must have a square footage of 1,500+ square feet; home does not currently have solar panels; must own at least one gas powered vehicle; utility must offer time-of-use rates; and home appliances (must have refrigerator, dishwasher and washer/dryer) average age should be older than 7 years.
